Over the next four and a half years, the program will implement three distinct execution models to ensure that these homes are accessible and affordable for those who need them the most.

The Punjab Housing & Town Planning Agency (PHATA) will oversee the execution of this program, with the Housing, Urban Development and Public Health Engineering Department (HUD&PHED) serving as the administrative body.

  • Developers will plan and develop the necessary infrastructure, including roads and utilities, in accordance with PHATA’s guidelines.
  • PHATA will provide a preliminary land use plan and ensure compliance with design standards.
  • Developers bear the full cost of infrastructure development and housing construction, exchanging this for a percentage of the state land.
  • The government will establish pricing and installment plans for each housing unit, with no subsidies for infrastructure costs.

Execution Model 2 Private Housing Schemes Tentative 20000 Housing Units

This model emphasizes the creation of low-cost housing within private housing schemes approved under the Affordable Private Housing Scheme (APHS) Rules 2020. Notable features include:

  • Developers are required to allocate 20% or more of the residential area for affordable housing.
  • A streamlined, one-window approval process will expedite the granting of necessary permits.
  • Allotments will involve down payments made through a joint Escrow account, ensuring financial security.
  • The construction process will be supervised by PHATA, with payments to developers tied to milestone achievements.

Execution Model 3 Interest-Free Loans Tentative 70000 Housing Units

This model provides interest-free loans for house construction, supported by a revolving fund. Key conditions include:

  • Eligibility is restricted to Punjab residents with residential plots of up to 5 marlas in urban areas and 10 marlas in rural areas.
  • Maximum loan amounts will reach 1.5 million PKR, repayable over seven years through manageable monthly installments.
  • Disbursements will occur in tranches, with operational costs and sales tax covered by the Punjab government.
